I used as a basis for this paper I read American Views of U.S. Policy by Dr. Heraldo Munoz. The author has a very broad perspective of Latin American diplomatic relations and their modern and contemporary history. His understanding allowed me to analysis the diplomatic roles of Argentina, Chile, and Brazil, before and after the re-democratization period.
In Latin American Views of U.S. Policy: The author provides a broad understanding of the role of the United States in relation to its foreign policy with Latin American countries. This allowed me to understand the extent of American influence and direct my research towards the role of the USA in the coup’s d’état of the 60’s and 70’s.
His Excellency, Dr. Heraldo Muñoz. He had his higher education in Chile and the United States, where he studied relevant academic works such as “The Dictator’s Shadow: Life Under Augusto Pinochet”, “El Fin del Fantasma: Las relaciones interamericanas después de la Guerra Fría”, and “Latin American Views of US Policy”. In fact, he is a relevant actor to be analyzed, including his passage as Minister of Foreign Affairs for Chile in the government of Michelle Bachelet government. The perspective of Dr. Muñoz allows me to broaden my understanding of Chile’s post-Pinoche history, as well as increase my range of arguments about the effects of military regimes in countries of the southern cone.
Understanding Different Aspects: John Lloyd Mecham (1893-1992)
The author is one of the leading scholars to seek to understand the intra-American military role in the development of the anti-war expansion of the Soviet Union during the period corresponding to the Cold War. In his main work and main research factor Mr. Mecham seeks to understand the role of the United States in contributing to the history of the development and operation of the inter-American security system, In his works, the author references from judicious analysis of official documents of both the United States and Latin America. Among the different state policies between the years 1890 to 1970, the author primarily analyzes the Pan-American movement, starting with 1889, US foreign relations policies, in particular the “good-neighborhood” model of the 1960s, and cultural relations and government propaganda in the search for Inter-American security. Because it is a military/diplomatic security perspective, as well as being an analysis of bipolar aspects of international relations regarding the clash of two ideological and economic models, John Lloyd Mecham’s analysis becomes special in the sense that it becomes in an “analysis” of the strategy in terms of how to prevent Latin America from becoming part of the sphere of influence of the antagonistic bloc. It is worth noting in my historiography that the author has few references or bibliographical analysis that would allow me to develop a deeper analysis of his works, therefore, my comment was restricted to his work in relation to his journal article “Democracy and Dictatorship in Latin America” being, in my view, just one, part of his main works regarding the diplomatic relations of the period in relation to the Latin American coups d’état of the 60’s and 70’s.
